AECOM is actively seeking a talented Engineering Manager II for immediate employment in the Portland, Oregon office. AECOM is proud to provide our employees with exciting, challenging projects.   

The Engineering Manager II is responsible for the management of project engineers in support of Port Engineering and operating area projects and initiatives. The manager provides leadership and direction to project engineering personnel, ensuring appropriate focus and effective utilization of resources. He/she provides guidance to staff and staff development with knowledge of emerging tools, technologies, and projected resource requirements. The Engineering Manager II provides civil/environmental project engineering design services, creating contractually sound and biddable construction contract documents of a complex nature. He/she possesses expert knowledge and extensive experience in one or more specific areas of engineering and manages ongoing training for PE staff to ensure they are equipped with the skills needed to deliver complex projects. The manager participates in the short and long-term planning for the engineering department, and participates in, and sometimes leads, department-wide or Port-wide initiatives.

The Engineering Manager will contribute to the organization’s success through demonstrating Port values while successfully achieving or exceeding performance goals and objectives for the following major job functions:
Manage in-house and consultant engineering resources to meet project and stakeholder needs related to cost, quality, and schedule
  • Provide leadership as a resource on technical issues of unusual complexity or uniqueness for resolution
  • Ensure quality for services is provided
  • Guide design process of multiple professional engineering disciplines to deliver complex project design documents for bidding
Provide technical team leadership for engineering projects and coordinate design efforts on a wide array of projects simultaneously
  • Provide engineering design and technical direction for projects with difficult scope and high degree of complexity
  • Apply engineering skills to develop, analyze, evaluate, and set criteria for solutions to project-related issues. 
  • Apply professional judgment and experience to understand the broader business context for projects and the associated implications for those decisions made
  • Produce contractually sound and biddable project documents including designs, drawings, and specifications while working within established cost, quality, and time parameters
  • Prepare technical evaluations for projects
  • Prepare cost estimates and time schedules
  • Coordinate support staff including CAD, reprographics, survey, and specifications; support projects through construction
Provide leadership and direction to project engineering staff in technical and personnel issues, influencing negotiations and resolving disputes
  • Provide mentoring and development of personnel considering their talents and making the most effective use of resources
  • Ensure development of personnel so that staff has proficiency with a range of tools and technologies
  • Provide work direction and establish expectations for staff, including developing annual goals and objectives for individual staff members and delivering performance coaching
  • Assign PE staff to projects and align engineering skills with project needs
Provide technical information to peer engineers, project team members, and/or engineering management and project stakeholders to deliver updates and/or influence decisions on technical issues.

Provide technical input to other Port departments in project development and manage staff resources to support stakeholder project development needs.

Participate as an active member of the Design Services Management Team and provide input on department direction.
Develop key stakeholder relationships to maintain a high level of department customer service to clients and stakeholders.

Minimum Requirements
  • Bachelor’s degree plus eight (8) years of related experience or demonstrated equivalency of experience and/or education
  • Experience as an individual contributor, with demonstrated successful experience as a team lead and/or manager
  • Significant experience and knowledge in design, coordination, and/or management of civil, environmental, or building projects
  • Demonstrated experience in preparing public construction bid documents (drawings and specifications packages)


Preferred Qualifications
  • Licensed Oregon Professional Engineer
  • Experience with large infrastructure projects, especially airports
  • Extensive experience in applying technically sound and creative solutions to unique situations
  • Demonstrated leadership, judgment, and technical competence
  • Demonstrated experience in negotiations and consensus building for problem resolution
  • Demonstrated experience addressing change management and providing options for addressing unexpected resource issues
  • Excellent written and verbal communication skills
  • Successful project management and project delivery experience
  • Interactive CAD design skills.
  • Ability to work with clients to develop project needs
