THE POSITION:
The Payroll Supervisor in the Accounting
Division of the Bureau of Financial
Services is responsible for supervising
assigned payroll processing, accounting
functions, and related activities within
the City's central Accounting Division.
This position performs complex
professional accounting duties and
oversees the operations of large-scale,
complex accounting programs for the
Accounting Division's Payroll unit,
providing supervision and technical
direction on a wide variety of payroll
accounting and reporting issues to
subordinates, including professional
accounting staff and other support
personnel. Additionally, the position
interacts frequently with peer supervisors
within the Accounting Division and the
City at large. The supervisor regularly
collaborates with and advises city-wide
payroll and accounting users on matters of
payroll and accounting practice, payroll
and financial reporting, internal
controls, and also works closely with the
City's Enterprise Business Solutions
support team in matters relating to SAP
systems application, and the Bureau of
Human Resources for timekeeping and pay-
related issues. The incumbent will use
their experience with SAP Payroll and/or
other ERP system in public entity to
perform job duties. All work is performed
under the supervision of the City
Controller.
Skills / Requirements
TO QUALIFY:
Applicants must specifically address and
demonstrate between their cover letter and
resume how their education, training
and/or experience, meets each of the
following qualifications:
1) Knowledge of principles and practices
of general, enterprise, and governmental
accounting, including financial statement
preparation and methods of financial
control and reporting.
2) Knowledge of applicable accounting
standards and procedures, including GASB,
FASB, GFOA, GAAP, and FERC; principles and
practices of cost accounting; internal
control and audit practices and
procedures; all aspects of payroll
processing and supervision, including
PERS; as well as applicable federal and
state employment and wage laws and best
practices.
3) Experience planning, assigning,
coordinating, and reviewing the work of
assigned professional, technical, and
clerical support staff.
4) Experience analyzing and making sound
recommendations on complex financial data
and operations.
5) Experience communicating effectively,
orally and in writing to a variety of
audiences and developing and maintaining
effective working relationships with
managers, employees, and others
encountered in the course of work.
6) Ability to understand, interpret,
explain, and apply City, state, and
federal laws regulating the City's
payroll, financial accounting, reporting,
and record keeping.
